Cette circulaire date de 2000 et émane du Ministère de la sécurité publique chinois. L’introduction parle d’elle même :

“In line with fundamental shifts in China’s economic system and management methods in recent years, major changes have occurred in the country’s economy and way of life, and a process of realignment is underway among interest groups of all kinds. In this process, destabilizing factors of all kinds have become increasingly apparent. There has been an increase in mass security incidents triggered by conflicts among different social groups, and such disturbances have increased in scale and intensity and have become more difficult to manage. They have emerged as a salient problem undermining social stability and public order. To provide guidance enabling Public Security organs in each region of China to handle collective incidents that affect public order more competently and to standardize their approaches, the Ministry of Public Security has compiled the attached Regulations Concerning the Public Security Organs’ Handling of Collective Incidents that Affect Public Order (hereinafter, “the Regulations”), in accordance with State laws and regulations and based on lessons learnt in the past in handling crowd control problems throughout China.”

Pour ceux qui ne comprendraient pas l’anglais, les changements liés à l’évolution économique du pays ont conduit à l’émergence d’éléments déstabilisant. Il y a eu une augmentation des conflits entre les différents groupes sociaux. A ainsi émergé de véritables difficultés portant atteinte à l’ordre public. Afin d’homogénéiser l’approche des organes représentant le ministère de la sécurité publique, le ministère a pris cette circulaire.

Pour résumer, l’approche consiste à mieux gérer les conflits, utiliser les expériences passées, analyser les conflits, créer des unités spécialisées, et inhaler rapidement et efficacement le conflit.
